to the effect that は、「〜という趣旨の」「〜という旨で」という意味の定型表現です。相手の発言やメールを一字一句そのまま引用するのではなく、大体このような内容だったと要旨を伝えるときに使います。

to the effect that + 文 で、「〜という趣旨の」「要するに〜という内容の」という意味になります。

ここでは、メールに The meeting has been canceled. とまったく同じ文が書かれていたとは限りません。「書かれていた内容をまとめると、会議は中止だ」という伝え方です。

なぜ「その趣旨」という意味になる？
effect には「効果・影響」だけでなく、やや硬い用法で「意味・趣旨」という感覚があります。そこへ「〜の方向へ」を表す to がつき、to the effect で「その趣旨に沿って」というまとまりになります。
さらに that の後ろに具体的な内容を置きます。
- to the effect：その趣旨の
- that S + V：SがVするという
つまり、to the effect that S + V は「SがVするという趣旨の」と理解できます。
よく使う形とthat節の語順
名詞 + to the effect that S + V
statement、message、email、reply、notice など、発言や連絡を表す名詞の後ろによく置かれます。
The company issued a statement to the effect that no final decision had been made.
会社は、最終決定はまだ下されていないという趣旨の声明を出しました。
I received a reply to the effect that my request was being reviewed.
私の依頼を検討中だという旨の返事を受け取りました。
say / write something to the effect that S + V
something を使って「だいたい〜というようなことを言う・書く」と表すこともできます。
He said something to the effect that he needed more time.
彼は、もう少し時間が必要だというようなことを言いました。
She wrote something to the effect that she would call us later.
彼女は、後で電話するというようなことを書いていました。
that の後ろは、疑問文の語順ではなく通常の主語＋動詞です。

say that・in effectとの違い
say that：内容を直接伝える
say that は、単純に「〜と言う」です。発言内容をそのまま報告するときにも、要約するときにも使える一般的な表現です。
She said that the meeting was canceled.
彼女は会議が中止になったと言いました。
to the effect that：趣旨・要旨だと明示する
to the effect that は、「細かな表現は違うかもしれないが、趣旨はこうだった」と明示します。say that より硬く、報告・説明向きです。
in effect：実質的に／効力がある
in effect は「実質的には」または「効力がある状態で」という副詞的な表現です。後ろに内容を示すthat節をつなぐ to the effect that とは役割が異なります。
His refusal was, in effect, a final answer.
彼の拒否は、実質的には最終回答でした。
words to that effectも覚えておこう
words to that effect は、「そのような趣旨の言葉」という定型表現です。正確な言葉は思い出せないものの、だいたい同じ内容だったと伝えます。
She didn’t say “no” exactly, but she used words to that effect.
彼女は正確に「ノー」とは言いませんでしたが、そのような趣旨の言葉を使いました。
日本人が間違えやすいポイント
effectをaffectと書かない
この表現では名詞の effect を使います。通常、affect は「〜に影響を与える」という動詞です。

正確な引用には使わない
一字一句そのまま示すなら引用符や say を使うほうが自然です。to the effect that は、あくまで要旨をまとめる表現です。
簡単な英語で言い換えるなら？
