at issueの意味は？in question・at stake・issue at handとの違い

at issue は、話し合い・議論・紛争などで「いま意見が対立している点」「判断しなければならない核心」を表します。

• The two sides disagree on the question at issue.
  双方は問題となっている点について意見が一致していません。
• The policy itself is not at issue.
  その方針自体が問題になっているわけではありません。
• What is at issue is how the data was collected.
  問題になっているのは、そのデータがどのように収集されたかです。

日本語の「問題」には、困った事態という意味もあります。しかし at issue の issue は主に、議論・判断の対象となる論点です。必ずしも「悪いことが起きている」という意味ではありません。

名詞＋at issue：「問題となっている～」

at issue が名詞の後ろから説明する形です。

in question：話題の対象・疑問視されているもの

the person / document / event in question は「その話題になっている人物・文書・出来事」です。また、正しさが疑われている意味にもなります。

at hand は「手元に・目下の」。したがって the issue at hand は「いま扱っている問題」です。必ずしも意見の対立を含みません。

  それは現在の議題とは関係ありません。

at stake：失う可能性がある・懸かっている

at stake は、議論のテーマではなく、その結果によって危険にさらされる利益・評判・将来などを表します。

• Our reputation is at stake.
  私たちの評判が懸かっています。
• Thousands of jobs are at stake.
  何千人もの雇用が危機にさらされています。

What is at issue? は「争点は何か」、What is at stake? は「何が懸かっているのか」です。

争点を明確にする

• Let’s clarify what is at issue.
  何が問題になっているのか明確にしましょう。
• The main issue at issue is the allocation of costs.
  主な争点は費用の配分です。
• There are two separate questions at issue.

the main issue at issue は文法的には可能ですが、issueが重なって少し重い表現です。会話では The main question is … や The key issue is … のほうが自然です。

論点を訂正する

• That is not what is at issue here.
  ここで問題になっているのはその点ではありません。
• The quality of her work is not at issue.
  彼女の仕事の質が問題なのではありません。
• At issue is the deadline, not the budget.
  争点は予算ではなく締め切りです。

契約・方針を説明する

よくある間違い

at issueを「問題を抱えている」と訳さない

The company is at issue. と言って「会社は問題を抱えている」を表すのは不自然です。その場合は The company has a problem. や The company is facing an issue. を使います。

at stakeと混同しない

Safety is at issue. なら「安全性が争点」、Safety is at stake. なら「安全が危険にさらされている」です。

日常会話で無理に使わない

友人との軽い会話なら That’s the problem.、That’s not the point.、This is about trust. などのほうが自然です。
