thousands of は「何千もの」「数千の」という意味です。人・物・お金・回数などが非常に多いことを、正確な数を示さず大まかに伝えるときに使います。

thousands ofの意味は「何千もの」
thousands of ＋ 複数名詞 で、「何千もの～」「数千の～」を表します。実際に何千あるかを数えたわけではなく、「少なくとも千単位になるほど多い」という大まかな数量です。

thousands of は、厳密には2,000以上の特定範囲を保証する表現ではありません。話し手が「千単位の非常に多い数」と捉えていることを伝えます。
たとえば Thousands of people came. は、「来場者が正確に何人だったか」よりも、「非常に多くの人が来た」という印象に焦点があります。
数が公式に分かっているなら、具体的に言う方が明確です。

tens of thousands ofの意味
tens of thousands of は「何万もの」を表します。直訳すると「何十個もの千」なので、1万単位の大きな数になります。

さらに規模が大きくなると、次のように言えます。
- hundreds of thousands of people：何十万人もの人々
- millions of people：何百万人もの人々
