「付言する」は英語で、前の発言に一言付け加えるなら add、重要な点として記しておくなら note、ある事柄に軽く触れるなら mention が代表的です。会話では I should add that … や Let me add one thing. が自然です。
日本語の「付言する」はやや硬い言葉ですが、英語では必ずしも難しい単語を使いません。何かを追加しただけなら I also said …、最後にもう一点伝えたなら I said one more thing. と基本語で十分に表せます。

一番自然な表現は？
日常会話や会議で「もう一つ付け加えると」と言うなら、I should add that … や Let me add one thing. が自然です。直前の発言を受けて追加情報を述べるだけなら、動詞のaddが最も広く使えます。
報告書や説明文で「注意すべき点として付言する」なら note that …、話の中心ではない内容へ軽く触れるだけなら mention を選びます。

発言内容を付け加えるときは add that + 文、コメントなどを加えるときは add + 名詞 を使います。発言を引用する場合は “…,” she added. の語順も自然です。

noteの使い方と語順
note that + 文 で「〜という点を述べておく・指摘しておく」です。It should be noted that … は報告書などで使われる硬い受け身表現です。

mentionの使い方と語順
mention + 名詞、または mention that + 文 が基本です。mentionは他動詞なので、目的語の前にaboutを置きません。

I should add thatの使い方
I should add that + 文 は「なお、付け加えると」「言っておくべきですが」に近い会話表現です。少し控えめに追加するなら I’d just like to add that … も使えます。

詳述するは内容を細かく展開するため、軽く一言添える付言するとは情報量が異なります。違いは「詳述する」は英語で？で確認できます。
前の内容が誤っていて直す場合は「付言」ではなく「訂正」です。表現の違いは「訂正する」は英語で？を参考にしてください。また、悪い出来事が最後に重なる場合のto top it offの意味と使い方は、単なる付言とはニュアンスが異なります。
