make a difference は、直訳すれば「違いを作る」。そこから「結果や状況に変化・影響を与える」という意味になります。
これを not … much で否定すると、「大きな違いを生み出すわけではない」、つまり「あまり変わらない」「大差ない」です。
Taking the express train won’t make much difference.
急行に乗っても、時間はそれほど変わらないよ。
この文は「まったく同じ」と断言しているわけではありません。少しは違うかもしれないが、判断を変えるほど大きな差ではない、というニュアンスです。
定番の形：It doesn’t make much difference.
何について話しているかが文脈で分かるときは、形式主語のように It を使った形が自然です。
A: Should we leave at eight or eight thirty?
