「陳述する」は英語で、事実や立場を正式に述べるなら state が代表的です。
ただし、警察や報道機関などに公式見解を述べるなら make a statement、法廷で宣誓して証言するなら testify、経緯や様子を詳しく述べるなら describe が自然です。

一般的な「陳述する」ならstate

explainとの違い

declareとの違い
declare は立場・決定・状態などを公に宣言する表現です。事実を順序立てて陳述する意味とは異なります。
testifyとの違い

よくある間違い
state aboutとしない
state の直後に内容を置きます。
× He stated about the problem.

describe aboutとしない
describeも通常は前置詞aboutを付けません。
○ She described the accident.
testifyを普通の発言に使わない
testify は法的・公式な証言に使います。会議で意見を述べるなら state、explain、sayなどが自然です。
