at least：最低ラインを示す
at least は「少なくとも」で、下限を伝えるのが中心です。多さへの驚きは必須ではありません。

no less than 100 を数学記号の「100以上」だけで処理すると、感情の差を見落とします。客観的な最低条件なら at least 100 または not less than 100、多さを印象づけるなら no less than 100 と考えましょう。
noとnotを取り違えない
no less than は多さの強調、not less than は下限です。同様に、no more than は少なさの強調、not more than は上限です。
数字が本当に「多い」と感じられる文脈で使う
数字が小さいか大きいかは状況次第です。no less than two people も、普段は誰も来ない会議なら成立しますが、普通の会議なら大げさに聞こえます。数字だけでなく、その場の期待値を考えることが大切です。
