「敵視する」は英語で、もっとも分かりやすくは see someone as an enemy と言えます。ただし、「敵だと考える」のか、「敵のように扱う」のか、「敵意のある態度を取る」のかによって表現が変わります。

「敵だと見る」ならsee A as an enemy
see A as B は「AをBと見る・考える」という形です。相手が実際に敵対行動をしているとは限らず、話し手や主語となる人が相手を敵だと認識していることを表します。
