as regards は「～に関して」「～について」という意味です。ある話題に範囲を絞って、これから述べる内容が何に関係するのかを示します。
日常会話の about より硬く、報告書・会議・ビジネス文書などで使われやすい表現です。基本語順は as regards＋名詞。regards の後ろに to は付けません。

regarding：簡潔でビジネス向き
regarding＋名詞 も「～について」です。as regards より短く、メールの件名・本文・案内などで使いやすい表現です。

with regard to：改まった「～に関して」
with regard to＋名詞 は意味も硬さも as regards に近い表現です。ただし、こちらは to が必要です。
- With regard to the deadline, no extension is planned.
締め切りに関して、延長の予定はありません。

as for：話題を取り上げ直す
as for＋名詞 は「～はどうかというと」。単に「～について」ではなく、会話の中から一つの話題を取り上げたり、別の話題へ移ったりする感覚があります。
- As for the hotel, I’ve already booked it.
ホテルについては、もう予約しました。

about：会話で最も使いやすい
about＋名詞 は日常会話で自然な「～について」です。改まった雰囲気が不要なら、まず about で十分です。

後ろに完全な文をそのまま置かない
基本的には名詞や動名詞を置きます。出来事を述べたい場合は、the fact that … や whether … など名詞として機能する形にします。
○ As regards whether we should postpone the event, no decision has been made.
イベントを延期すべきかどうかについては、まだ決定されていません。
メールの結びのregardsと混同しない
Best regards, の regards は「よろしくお願いします」という結びの言葉です。as regards の「～に関して」とは働きが異なります。
すぐ出てこないときの簡単な言い換え
硬い表現を使わなくても、基本語で自然に伝えられます。

予算について、話す必要があります。 - I have a question about your email.
