commensurate は、「同じ尺度で測れる」「大きさや程度が釣り合った」という意味の形容詞です。実際の会話では、同じ長さというより、価値・責任・重要性などが相応しい関係にあることを表します。
withは「相手と並べて比較する」
with は「〜と一緒に」のほか、2つのものを結び付けて比較する感覚も持ちます。そこで commensurate with B は、「Bと同じ尺度に並べて見たときに釣り合っている」と理解できます。
