「結論づける」は英語で、根拠を示して「〜だと結論づける」なら conclude that … が基本です。検討した末に結論へ至る過程を表すなら reach a conclusion を使います。
直接書かれていないことを情報から推論して結論づけるなら infer that … が自然です。一方、証拠が足りず結論づけられない場合は、難しい単語を使わず We can’t say yet. と言えます。

データや調査結果などの根拠から、最終的な判断を言葉にする場合は conclude that + 文 が自然です。

日本語では「AをBと結論づける」と言えますが、英語では conclude that A is B のようにthat節で結論の内容を示す形が使いやすいです。

日本語の「結論づける」と英語の意味のズレ
日本語では、証拠から判断することも、議論を終えて結論へ至ることも、情報から推測することも「結論づける」と表せます。英語では、結論に至った方法によって表現が変わります。

concludeの使い方と語順
conclude that + 主語 + 動詞 が基本です。結論の根拠は from や based on で示せます。
- We can conclude from the data that sales are recovering.（データから売上が回復していると結論づけられます）
- Based on these results, we concluded that the test had failed.（この結果に基づき、試験は失敗したと結論づけました）

conclude to do は「〜すると結論づける」の通常の形ではありません。結論の内容にはthat節を使いましょう。
reach・come to a conclusionの使い方
reach a conclusion と come to a conclusion は、考えたり議論したりした結果、ある結論へ到達することを表します。
- We reached the conclusion that the project should continue.（プロジェクトを継続すべきだという結論に至りました）

infer that …で情報から結論づける
infer that … は、直接示されていない結論を、証拠・言葉・行動・文脈から推論する表現です。
- From her response, I inferred that she disagreed.（彼女の返答から、反対していると結論づけました）
- We can infer from the figures that demand is slowing.（数字から需要が鈍化していると推論できます）
- It would be wrong to infer that he knew everything.（彼がすべて知っていたと結論づけるのは誤りでしょう）

determine that …で調査結果を確定する
determine that … は、調査・審査・検査によって事実や原因を明らかにし、公式または客観的に判断する表現です。

concludeとdecide
conclude は証拠や考察から「事実・評価について結論を出す」こと、decide は選択肢から「何をするか決める」ことです。

結論づけた内容そのものを、普通の文で言えば大丈夫です。“The numbers show that …”や“We think …”なら、難しい動詞を使わず根拠と結論をつなげられます。
よくある間違い
conclude to that …とする
結論の内容を続ける場合は conclude that … です。toは不要です。
reach to a conclusionとする
reach は他動詞なので、reach a conclusion と直接目的語を置きます。
証拠不足でもconcludeを使う
十分な根拠がないなら、It may be …、We can’t say yet.、We need more information. のように判断の強さを下げましょう。
concludeを会議終了の意味と混同する
concludeには「結論づける」のほか「終える」という意味もあります。We concluded the meeting. は「会議を終了しました」です。
