responseとtoから意味を理解する
responseは「返答・反応・対応」という名詞です。toは、その反応が何に向けられているかを示します。
- response to a question：質問への返答
- response to criticism：批判への反応
- response to an emergency：緊急事態への対応
そこにinが加わったin response toは、「その反応・対応として」という副詞的なまとまりになります。
語順はin response to＋名詞
toは前置詞なので、後ろには名詞・代名詞・動名詞を置きます。
