from what time to what timeは間違い？
From what time to what time? は意味が通じ、文法的にも作れます。ただし、英語の会話では同じ what time を繰り返すため、少し直訳的に聞こえる場合があります。

店は5時まで営業しています。 - I worked until eight last night.
昨夜は8時まで働きました。
from nine until five も使えますが、対になった時刻を簡潔に伝えるなら from nine to five が覚えやすい形です。
