understand は、事情・理由・制約などを理解し、受け止めたことを表します。「わかりました」「事情は了承しました」に近い表現です。

条件・計画に同意するならagree to
agree to は、提案・条件・計画・規則などに同意するときに使います。「了承する」に、明確な賛成・合意が含まれる場合に適しています。

I understand the terms. は「条件を理解した」であり、同意したとは限りません。同意を明示するなら I agree to the terms. を使います。
