on the grounds that は、「〜という理由で」「〜という根拠に基づいて」という意味です。特に、申請を拒否する、判断を正当化する、決定に異議を唱えるなど、理由や根拠を明確に示す場面で使われます。
たとえば、The application was rejected on the grounds that it was incomplete. は、「不備があるという理由で、その申請は却下された」という意味です。ただ原因を伝えるだけでなく、「その判断を支える根拠はこれです」という硬めのニュアンスがあります。

grounds はここでは複数形で、「理由・根拠」を表します。後ろの that 以下が、その理由の具体的な内容です。

groundsが「根拠」になる理由
ground の基本的な意味は「地面・土台」です。建物を支える地面のように、主張や判断を下から支えるものを比喩的に grounds と呼びます。
そのため、on the grounds that … は「that以下を土台として」「that以下を根拠として」という感覚になります。単なる気分や思いつきではなく、説明できる理由・事実・規則があることを示します。
語順はon the grounds that＋主語＋動詞
基本の形は次のとおりです。
判断・行動 + on the grounds that + 主語 + 動詞
The request was denied on the grounds that it did not meet the requirements.
要件を満たしていないという理由で、その依頼は拒否されました。
He resigned on the grounds that he could no longer support the policy.

groundsが複数形になる理由
「根拠・理由」という意味では、通常 grounds と複数形を使います。一つの文で一つの理由だけを述べているように見えても、定型として on the grounds that が一般的です。
単数形の on the ground that も古い文体や一部の硬い文章で見られますが、現代英語を自分で使うなら複数形の grounds を基本にすると安全です。

名詞だけを置くなら on the grounds of insufficient evidence とします。
groundを「場所」とだけ訳さない
この表現の grounds は「敷地」ではありません。判断を支える「根拠・理由」です。文脈によって school grounds（学校の敷地）などとは意味が変わります。
軽い理由に使いすぎない
× 不自然になりやすい：I ate pizza on the grounds that I was hungry.
○ 自然：I ate pizza because I was hungry.
食事・遅刻・天気など、普通の理由を伝えるだけなら because が自然です。
簡単な英語で言い換えるなら
on the grounds that が出てこないときは、次の形で十分に伝わります。
- They rejected it because it was incomplete.
不備があったので、彼らはそれを却下しました。 - The reason was that there wasn’t enough evidence.
