on the condition that は、「〜という条件で」「〜することを条件として」という意味です。相手に許可を与えたり、提案に同意したりするときに、必ず守ってほしい条件を付け加えます。
たとえば、You can borrow my car on the condition that you drive carefully. は、「慎重に運転するという条件で、私の車を借りてもよい」という意味です。ただの if よりも「この条件が合意の前提です」という響きがはっきりしています。

なぜ「〜という条件で」になるの？
この表現は、各部分をそのまま組み合わせると理解しやすくなります。
- on：〜に基づいて・〜を前提として
- the condition：その条件
- that + 文：条件の具体的な内容
つまり、「that以下の内容を条件として、その上で許可・合意する」という構造です。ここでの that は、日本語の「〜という」のように、condition の中身を説明しています。
語順はon the condition that＋主語＋動詞
基本の語順は次のとおりです。
許可・合意の内容 + on the condition that + 主語 + 動詞

未来の条件でも、条件を表す節では通常、will ではなく現在形を使います。
△ You can borrow it on the condition that you will return it tomorrow.
○ You can borrow it on the condition that you return it tomorrow.
明日返すという条件で、それを借りてもよいです。
日本語では「明日返す」と未来の内容ですが、英語では条件節の return を現在形にします。ただし will が「そうする意思がある」という意志を強調する場合は使われることもあります。初心者はまず現在形を基本にするとよいでしょう。

conditionを複数形にしない
定型表現として一つの条件内容を導くときは、通常 on the condition that と単数形を使います。複数の契約条件全体を指す terms and conditions とは役割が異なります。
命令のように響く可能性を意識する
on the condition that は条件を強く明示するため、親しい相手との軽い会話では少し堅く、場合によっては上から目線に響くことがあります。柔らかく伝えたいなら、Is it okay if …? や as long as … も検討しましょう。
簡単な英語で言い換えるなら
この表現がすぐに出てこなくても、if を使えば意味は伝えられます。
